Thanks to the miracle of the web that is google, I managed to upload my game to the cloud and with a ready made link by google drive, I could click on said link and just play my game I made in construct 2!
This has turned out easier than I have ever imagined. I wonder if I could find out how to host it elsewhere though in future so I know what to do if I ever want to release it to a store, hmm!
Anyway, a meeting is soon and I I am glad to say I have a WORKING GAME , albeit with no music and very basic terrain for each level, but it is working nonetheless.
I'd imagine that further development from comments back is a very good prospect in terms of racking up those marks come further developing the game from user comments!
Now to make a survey and Q/A.

Get De France! the game I can't seem to get to work...
I have tried uploading this game to many sites and to no avail. Lets hope that someone else has answers since this took more than enough time to create.
If bad goes to worse and I can't do anything with it, it will be back to flash.
I don't want that to happen though so I am hoping that game jolt will help :)

The scoring system, visually done :)
Instead of a timer, I thought the object of the game is to keep your followers alive!
Every time a bike goes to the finish line, a supporter disappears.
When there is none left on the screen, you lose!
BUT
If you get to a pre-defined number of points say 5000 on that level, you advance to the next (harder) level :)

WORKING ON NOTES
RESOURCES
Resources start at an initial value of 50. Just enough to remove a turret.
each turret is 50 in value, 30 awarded back upon cancelling turret. This was achieved by adding 80 upon taking a turret away using a turret spawn since it usually costs 50. It does not work unless you have enough resources to make 1 though which is 50 resources.
TIMER
I was able to implement a timer but it proved to be more than a challenge to get it to work properly. It should have started at an initial value (type number) of 200 and on tick it should have been subtracted from by 1 and then displayed upon the screen. Once it reached 0 the game should have halted with a bigger display of stats and top score for that level, then a continue button displayed for level 2. Each level should have a 200 second time limit with varying difficulty.
ANIMATIONS
Turns out with the tools I am using , animation is becoming even more of a breeze. I now have two options with the base game I have made. 1: Keep the sprites small so they are less work to create and reformat my mapping for the walls (solid obstacles). 2: make everything 50% bigger and draw in more detail to make the animation more detailed but the problem is all the values that make the game work will also have to be tweaked and also some sprites look better with more detail. 50% may not be a huge impact but a 100% increase in size will have a big impact. More leaning to a 50% increase to get the best of both worlds.
BASE GAME DONE
It is with great pleasure that the game's very core operations have been sorted. We are looking at a working tower defence mechanic.
The theme needs to be solidified as well as a way to make the game challenging and also rewarding by implementing score systems etc.
This game will seem a whole lot better once more levels and better looks are implemented with a working score system. The basis of the game is set though and that in many ways I feel is the biggest step.
QUESTIONS
Can the cyclists fight back?
This will be an extra.
Make the enemies able to break certain walls, and you have to repair them.
The base functionality is down.
Another question is that, will there be sound?
CUSTOMISATION(extras)
CUSTOMISATION(extras)
What this can be is using in game currency to unlock more damage for stronger turret upgrades.
They could have funny names for the upgrades like "more soap".
Give the enemies a health bar each
spawn your own bike destroyer that also shoots, and moves and avoids the objects but tracks down bikes!

GAME MECHANICS
Every time an enemy bike makes it past that finish line, a turret (person) is taken from play.
When the player runs out of on screen turrets, they LOOSE.
The goal is to reach 10000 points. Simple as that. Once the goal is reached and the score is 10000, the player will have a bit of text come up that will tell them to go on to the next level.
Turret ideas...
We could have one big gunner turret (car, or something) which takes up 4 normal turret spaces.
Activated every now and again.(greater reload)
This will cost more resources.
Must have a reward or benefit such as aids all other turrets in proximity.
Possibly have to unlock this turret.

Game idea
The whole game is going to be a bike game similar to that of any other 2D top down tower defence game. Only the difference is we are going to be shooting water.
I didn't think guns would send out a positive message. With water however, the message is clear that the cyclists are not being shot. Who said computer games had to be brutally violent!?
Update! construct 2 it is, with fallbacks!
Construct 2 IS a good program to use to make this game in time :P
The problem lies in it being a free version with the option to pay to unlock more features.
Now with the schedule I have, I don't really have time to be throwing away my money.
I will try and work around a few highups with the free version and see how this pans out.
Other than that, the game ideas are already chosen from!
